Is there a GPS tracking device on the standard home detention ankle bracelets?

Yes, but they come in two different viraties. Some are constant transmission, the GPS device sends out a signal and law enforcment or whomever they designate can monitor it and see where the bracelet is at all times. This is very expensive and usually reserved for those who are the biggest threat to society.
The other type is a bracelet with a GPS sensor that stores the data, but does not send out a signal. Rather the wearer has to transmit the data to law enforcement on a regular basis. This type of bracelet is by far more common because of the much reduced cost as compared to the bracelet that sends out a signal.

Yes there is because they wouldn't be able to find you with out a GPS system.
